Cheng Shih-nan (Carol Cheng) and her cousin Hsiou-sheng (Alfred Cheung) are two inspectors from mainland China, assigned to Hong Kong to escort a prisoner (Michael Chow) back with them. When they arrive in Hong Kong, they are assisted by a local inspector named Wu Wei-kuo (Tony Leung). But when the prisoner manages to escape, it forces Shih-nan and her brother, both die-hard communists, to stay longer in a city where capitalism is the rule. Will two cultures from opposite sides be able to come together to capture one criminal?
